ICAR-NBFGR, Lucknow in collaboration with Dhanyaganga KVK, Sargachhi, distributed fish seed to SC farmers under SCSP in presence of Dr. Himanshu Pathak, Secretary (DARE) and Director General (ICAR), New Delhi during the 3rd Krishi Samriddhi Mela (12-16 Jan 2023) at RKMA Sargachhi, Murshidabad, West Bengal on January 14, 2023.
A total of 50 thousand fingerlings of five fish species including Rohu, Catla , Mrigal (Indian major carps), Bata Labeo bata and Singhi Heteropneustes fossilis were distributed to 25 farmers for technology demonstration and enhancement.
Dr. Uttam Kumar Sarkar, Director, ICAR-NBFGR motivated the fish farmers for conservation based aquaculture and stressed on promoting livelihood improvement through technology adaptation. Dr. Aditya Kumar and Dr. Raghvendra Singh, Scientist, NBFGR, Lucknow also briefed the farmers about quality fish seed production for aquaculture management practices through fish farming.

Caring soil is extremely important for sustaining healthy life on earth. The human/animal health actually lies on good health of soil as it supports healthy plant growth to provide nutritious produce to keep us healthy. A healthy soil would ensure proper retention and release of water and nutrients, promote and sustain root growth, maintain soil biotic habitat, respond to management, resist degradation and act as a buffer for environmental pollution.
Indian Council of Agricultural Research (ICAR) through its research institutions and KVKs celebrated this year World Soil Day 2022 under the theme “Soils: Where food begins” on 5th December 2022 throughout the country. The programme aims to raise awareness of the importance of maintaining healthy ecosystems and human well-being by addressing the growing challenges in soil management, increasing soil awareness and encouraging societies to improve soil health. The messages on “World Soil Day” received from Sh. Narendra Singh Tomar, Union Minister of Agriculture & Farmers Welfare and Dr. Himanshu Pathak, Secretary (DARE) & Director General (ICAR) were also deliberated.
On this occasion, various events such as awareness campaigns, lecture, field and lab visit, demonstrations, lecture by experts, group discussion, debating, photography competition, quiz, among the farmers, staff and school children etc. were organized to create awareness among the stakeholders on importance of healthy soil for healthy life besides distributing inputs and soil health cards to farmers. They were also taught about soil testing, importance of soil health cards, integrated nutrient management, in-situ/ex-situ decomposing of crop residues to produce high quality organic manure, biofertilizers to improve soil health. A total 76,000 participants comprising of dignitaries, scientists, farmers, technical staff, and students attended physically/virtually across the nation.

Shri Narendra Singh Tomar, Union Minister of Agriculture and Farmers Welfare inaugurated the National Workshop on Natural Farming today at Rajmata Vijayaraje Scindia Krishi Vishwa Vidyalaya, Gwalior.
While addressing the workshop, Shri Tomar stated that agriculture plays an important role in our country, it is not just limited to livelihood but it is a responsibility for providing enough food for all. The Minister accentuated that today our country has become self-sufficient in agriculture and India is able to provide food to other countries as well. Shri Tomar said that the soil fertility is reducing due to chemical farming as useful microbes are being killed. Prime Minister Shri Narendra Modi is encouraging the Natural Farming and given the form of a mass movement, he added.
Shri Tomar noted that natural farming is the need of the hour as the cost is less and the produce fetches more price. He accentuated that the time is now to switch from chemical farming to natural farming. He emphasized on the need is to follow the principles of healthy mind, healthy food, healthy agriculture and healthy human being. For this, he said one should move towards natural farming.
The Union Minister said that as there are Krishi Vigyan Kendras in every district of the country, so natural farming will be initiated first in Krishi Vigyan Kendras. He further stated that Natural Farming methods will soon be included in agricultural education curriculum.
Shri. Bharat Singh Kushwaha, Minister of Horticulture, Madhya Pradesh stated that government is giving emphasis towards Natural Farming. He exhorted that Natural faming needs to be promoted to maintain human & soil health. It also promotes animal husbandry as animal husbandry is an important component in natural farming, he added.
Dr. V.P. Chahal, DDG (Agriculture Extension), ICAR stated that the Prime Minister has given the responsibility to promote natural farming among the farmers of the country to Krishi Vigyan Kendras.
He said in a two-day training in Kurukshetra for subject matter experts of Krishi Vigyan Kendras, master trainers will be trained to support and train the farmers to promote natural farming and solve the problems faced by them in the farm itself.
Special Guest Dr. Anupam Mishra, Vice-Chancellor, Central Agricultural University, Manipur stated that this is the first time that this type of national level workshop for natural farming is being held across the country involving KVK Subject matter experts and progressive farmers from more than 400 districts of the country.
Dr. Arvind Kumar Shukla, Vice-Chancellor, RVSKVV, Gwalior, M.P. stated that Natural farming is practiced in our country since time immemorial, for example shifting cultivation in North-Eastern states. He urged that agricultural scientists have to work with farmers to find solutions and develop varieties that are essential for natural farming.
Earlier, Dr.S.R.K.Singh, Director, ICAR-ATARI, Jabalpur in his welcome address this workshop it will encourage the farmers all over the country to do natural farming.
Directors of ATARIs and scientists from 425 KVKs with 20 elite farmers practicing natural farming across the country and 300 farmers from were participated in the programme.

The workshop was inaugurated by Minister-in-Charge Sri Pradip Mazumdar, Panchayat and Rural Development, Government of West Bengal. Sri Pradip Mazumdar, Minister-in-Charge Panchayat & Rural development of West Bengal appreciated the effort to conduct such workshop for FPCs/FPOs of the district and mentioned that FPCs are the future of farming community. He has also emphasized need of technology backstopping to attain sustainability in farming & schemes like Matir Sristi prokolpo and Krisak Bima Yojana which has played a vital role in development of farming community of the district.
Dr. Himanshu Pathak, Secretary (DARE) & Director General (ICAR) inaugurated NIRD Cold Room on the occasion of One Day workshop on FPCs/FPOs activities of the district.
Dr. H Pathak, while addressing the workshop stated to perceive the fullest potential of the FPCs/FPOs more technical skill-oriented training is needed. He has taken keen interest in convergence of line departments at district and state level and inter-state exposure visit of FPCs to expedite the control over their business. He appreciated the concept of Mrittika’ branding of FPCs/FPOs products by WBCADC-Krishi Vigyan Kendra Bankura.
Smt. Radhika Aiyar, District Magistrate Bankura, Dr. F. H. Rahman, Principal Scientist, senior officials of Govt of West Bengal and around 150 FPCs, FPOs, Farmers Group and SHG cluster members were present in the workshop.
Dr. F H Rahman, Principle Scientist, ICAR-ATARI Kolkata while welcoming the Guests highlighted the need of FPCs/FPOs to attain sustainable livelihood and security at their end. He also explained the need of diversifying product items and creating innovative marketing channel.
Dr. Moumita Dey Gupta, Head of CADC-KVK Bankura briefed about the initiatives/activities taken to promote FPCs of the district.

Shri Kailash Choudhary, Union Minister of State for Agriculture and Farmers Welfare, reviewed the capacity-building activities of DARE/ICAR and the functioning of its Capacity Building Unit in the presence of Capacity Building Commission (CBC) here today.
While appreciating the capacity-building plans of ICAR-NAARM, Shri Choudhary urged to fulfill the requirements of various stakeholders especially FPOs and Master Farmers, and their skill development on the latest technologies. He also emphasized the necessity to design and develop research priorities by keeping the vision of the Hon’ble Prime Minister for India@2047.
Dr. Himanshu Pathak, Secretary (DARE) & Director General (ICAR), spoke about the importance of training and capacity building in enhancing the competency and capacity of the individuals working in an organization. He expressed his satisfaction with the significant role played by the NAARM in imparting the training and urged that this review meeting will catalyze the association between DARE/ICAR and CBC to work closely in the area of capacity building and training.
Dr. Ch Srinivasa Rao, Director, NAARM & Chairperson, Capacity Building Unit for DARE/ICAR, gave an overview of the capacity-building activities of the entire National Agricultural Research and Education System. He also informed about the constitution of Capacity Building Unit (CBU), a new initiative taken by the Council as per the advisory of CBC.
Ms. Alka Nangia Arora, Additional Secretary (DARE) & Financial Advisor (ICAR), Dr. RC Agrawal, DDG (Agri Edn), and Shri Shaleen Agrawal, Director, DARE graced the event and provided their inputs for the successful implementation of Annual Capacity Building Plans for the benefit of personnel under DARE/ICAR on continual basis.
Shri. Hemang Jani, Secretary, CBC complimented the efforts of ICAR-NAARM in the area of capacity-building activities. He also elaborated about the mandate of the Commission, Mission Karmayogi and National Standards for Civil Service Training Institutions (NSCSTI).
Later, D.r G.Venkateshwarlu, Joint Director, NAARM presented the capacity-building activities and various initiatives of the Academy covering Foundation Courses, MDP, EDP, and need-based programmes.

North East Krishi Kumbha-2023, the largest Agri Fair in North East is being organized by ICAR Research Complex for NEH Region, Umiam, Meghalaya from 4th -6th January 2023 to mark its 49th Foundation Day celebration.
Shri Narendra Singh Tomar, Union Minister of Agriculture and Farmers Welfare inaugurated the fair today.
The Minister, in his inaugural address, urged the farmers and agriculturists to value and conserve the rich biodiversity and resources of the region. He emphasized that there is no dearth of water resources in NE India and the water use efficiency can be enhanced to produce per drop more crop in tandem with Har Khet Ko Paani Yojana. Water use efficiency can be enhanced through water harvesting technologies like jalkund for the lean period and precise application technologies like drip irrigation and pressurized irrigation, he added. Shri Tomar also said that the soil of the region is vulnerable to climate change and soil erosion is one of the major problems which can be further checked by adopting the Farming System Mode of agriculture. He exhorted that it’s time for transition from climate-sensitive agriculture to climate-resilient agriculture and practicing agriculture in community approach rather than individually. He said the cost of cultivation should be reduced by reducing the external input load in farms from the existing 50% to 100%. He expressed hope that when agriculture is done with the intent of not only maximization of yield but also maximization of income, the farmers’ income will enhance by more than 200%.
Dr. S. K. Chaudhari, Deputy Director General (NRM), in the foundation day lecture highlighted the history of the dawn of ICAR Research Complex for North Eastern Hill Region. He briefed the significant achievements of the Institute.
Dr. V. K. Mishra, Director, ICARNEHR, in his welcome address said the event is a motivation to scale greater heights for the development of agriculture in the region and the farming community in particular.
Dr. Anupam Mishra, Vice-Chancellor, Central Agricultural University, Imphal, Dr. B. C. Deka, Vice-Chancellor, Assam Agricultural University, Jorhat and Dr. K. M. Bujarbaruah, former DDG & former Vice-Chancellor, AAU also graced the occasion.
The North East Krishi Kumbh 2023 with the theme “Emerging opportunities in agriculture and allied sectors for income and employment generation” is the first of its kind in the region providing the platform for more than 10,000 farmers from all the eight states of the region and different stakeholders to participate.
The highlights of the fair are live demonstrations and exhibitions of recent technologies through the 102 stalls, by the ICAR Institutes, Agricultural Universities, NABARD, Coffee Board of India, NECBDC, State departments of all eight states, and others.
During the inaugural session, Souvenir of the event, Taskforce report and other publications, Roll Amp African Swine Fever kit, web application and mobile apps were launched by the dignitaries. Few products developed by the ICAR ABI entrepreneurs were also launched.

ICAR-Central Plantation Crops Research Institute, Kasaragod organised a two-day National Conference on "Enhancing Competitiveness of Horticulture through Technology Innovations" during 17th – 18th November.
Dr. V.A. Parthasarathy, Former Director, ICAR- Indian Institute of Spices Research, Kozhikode said science, like recorded history, has many distortions. Experienced scientists were urged by him to re-examine studies from India that had previously mentioned the contribution from the West.
Dr. Nirmal Babu, Former Director, ICAR-IISR, said horticulture and quality of life are inextricably intertwined He also emphasised that excellence and quality are necessary to stay competitive.
Dr. Anitha Karun, Director, ICAR-CPCRI briefed about the advancement of various Indian horticultural sub-sectors. Scientists now have a greater responsibility to maintain the trend and the nation's competitiveness with other producer nations because the nation has recently broken records of year-to-year growth in horticulture production, she added.
Dr. Vikramaditya Pandey, Asst. Director General (Hort. Sci. – I) virtually delivered plenary lecture on ‘Technology innovations on fruits and vegetables’.

Dr. Himanshu Pathak, Secretary (DARE) & Director General (ICAR) visited ICAR-Central Research Institute for Jute and Allied Fibers, Barrackpore today and interacted with farmers, scientists, staff of the Institutes and also with the Directors and Heads of Regional stations of Kolkata based ICAR institutes.
In his address, he emphasized farmers’ participatory technology development and on-farm research. Dr. Pathak urged the farmers to identify the most difficult problem in farming and approach scientists so that practical problem-solving technologies can be developed through on-farm experiments in farmers’ fields. The DG exhorted that the ICAR institutes are to be more vibrant in their activities to meet the future challenges and the transformation being initiated in the Council.
Dr. Pathak felicitated some of the progressive farmers and distributed farm implements and critical agricultural inputs developed by the ICAR-CRIJAF. He also reviewed some field experiments of the ICAR-CRIJAF research farm and visited fibre museum and exhibition hall where all viable technologies and diversified fibres have been displayed. He later inaugurated the institute’s main gate-cum-sale counter, farmers’ hostel of ICAR-CRIJAF-KVK, North-24 Parganas (Additional).
Earlier Dr. Gouranga Kar, Director, ICAR-CRIJAF briefed about the recent achievements of the institute and the technologies commercialized by the institute and its impact on improving the productivity and quality of jute fibre. Dr. Kar said that the institute has transformed the research projects into need-based, demand driven, problem solving programme for improvement of jute and allied fibres. He also urged the farmers to utilize the facilities created for them and feel free to visit /contact the Institute personnel.
About 250 farmers, farm women, SHG members, scientists, and officials of ICAR institutes participated in the program.

Union Minister of Agriculture & Farmers Welfare, Shri Narendra Singh Tomar inaugurated Academic-cum-Administrative Building and Transit Hostel of the College of Agriculture under Central Agricultural University, (Imphal) at Pasighat, Arunachal Pradesh, today in the presence of Shri Pema Khandu, Chief Minister, Government of Arunachal Pradesh, Shri Tapir Gao, Member of Parliament, Er. Tage Taki, Minister for Agriculture, Horticulture, Dairy & Fisheries, Government of Arunachal Pradesh, Dr. Anupam Mishra, Vice Chancellor, Central Agricultural University, Imphal, Manipur and Dr. A. K. Tripathi, Dean, College of Agriculture, Pasighat, Arunachal Pradesh.
Speaking on the occasion, Shri Tomar expressed hope that the new facilities would encourage and motivate the students to work harder. “Agriculture is the fastest growing sector in the country, and the Government of India is making continuous efforts to make farming much profitable. There will be no constraint of central funding for development of the agriculture sector,” he said, adding that “the setting up of this institute will give an impetus to the development of agricultural education and research in Arunachal Pradesh, along with other North-eastern states. There is unlimited potential for organic farming in the North-eastern states, for which the central government and the state government are working together. Giving importance to agriculture in bringing about development and security of livelihood in the Northeast, farming activities are being strengthened by agricultural education and research,” he said.
Shri Pema Khandu, Chief Minister, Government of Arunachal Pradesh credited the central government “for uplifting the image of farmers from ‘poor’ to ‘proud entrepreneurs’ in a span of eight years with its farmer-centric flagship programmes.”Speaking at the function in College of Agriculture in East Siang district on Thursday, Khandu said that “many young entrepreneurs coming up to avail benefits of both central and state flagship programmes are keen to invest in agriculture and allied sectors.”
On this occasion, a two-day Kisan Mela was also organised wherein around 850 farmers attended the programme.
In the Mela, 20 stalls of public and private sectors showcased their technologies/products. A farmers-scientist interface was also held to get the feedback of farmers on the adoption of improved agricultural technologies of potato and tuber crop cultivation.
Dr. Rajesh Kumar, Director, ATARI, Guwahati, officials from 8 KVKs, ICAR Research Complex, Basar, Arunachal Pradesh, Assam Agricultural University, around 65 students, 30 line department officials participated in the Kisan Mela.

The 14th High-Level Monitoring Committee (HLMC) Meeting of the National Innovations in Climate Resilient Agriculture (NICRA) Project was organized here today.
Dr. Himanshu Pathak, Secretary (DARE) & Director General (ICAR) stressed on prioritization of research activities to address various issues of climate change and avoid duplication of research. He further emphasized the need for national database development and management for prioritized activities of climate-resilient agriculture.
Dr. S. Bhaskar, ADG (AAF & CC), ICAR presented the ATR on the previous HLMC.
Dr. V.K. Singh, Director, ICAR-Central Research Institute for Dryland Agriculture, Hyderabad presented the overview of NICRA.
Dr. M. Prabhakar, PI, NICRA presented the progress of strategic research, and Dr. JVNS Prasad, Program Leader, NICRA-TDC made a brief presentation on the progress of the technology demonstration component during 2022-23.
The Deputy Directors General of ICAR, Assistant Directors General of ICAR, and officials from various Ministries / Departments (DST, DBT, IMD, DAC&FW, MoEF&CC, MoRD&PR, MoFAHD) provided key inputs for further strengthening of the NICRA project.

The new administrative building of ICAR-Agricultural Technology Application Research Institute (ATARI), Pune was inaugurated by Shri Narendra Singh Tomar, Union Minister of Agriculture and Farmer's Welfare virtually today.
In his inaugural address, Shri Tomar said that KVKs are playing an important role in agriculture. He accentuated 731 KVKs in the country are working for enhancing the prosperity of the farmers. He said that ICAR has developed many climate-resistant and biofortified varieties to face the climate change situation. He urged the KVK scientists to work more seriously in the present situation.
Shri Kailash Choudhary, Union Minister of State for Agriculture and Farmers Welfare mentioned that ATARI building was required for this Zone and told that the Hon’ble Prime Minister always emphasized infrastructure development in agriculture. He appreciated the efforts of KVKs and emphasized the need of strengthening KVKs. Shri Choudhary urged for promoting natural farming and millet cultivation along with processing & value addition.
Shri Choudhary also inaugurated a Workshop on Natural Farming and Millets.
Dr. Himanshu Pathak, Secretary (DARE) & Director General (ICAR) conveyed through a message that ATARI Pune addressed the diversified issues of agriculture for the farmers of Maharashtra, Gujarat, and Goa through 82 KVKs. The technological dissemination for soil & water conservation, precision farming, sericulture, bamboo farming, hi-tech agriculture, improved dairy, goat rearing, poultry farming, IFS models, women entrepreneurship, etc. under diverse agro-climatic conditions were carried out to help the farmers, he added. Dr. Pathak said the KVKs of the Zone also worked with a large number of FPOs, women SHGs, and farmer’s groups and established active linkages with line departments.
Dr. U.S. Gautam, Deputy Director General (Agril. Extension), ICAR in his welcome address appreciated the timely completion of the administrative building and highlighted the achievements of the ATARI during the last five years. He urged the KVKs to reach maximum number of farmers by using the digital platforms.
P.P. Adrushya Kadsiddheshwar Swami, Chairman, Kaneri Math, Kolhapur urged to promote indigenous cow, natural farming, integrating traditional wisdom with modern science, processing, and value addition for enhancing farmers’ income.
Dr. P.G. Patil, Vice Chancellor, MPKV, Rahuri stressed adopting integrated farming system model, hi-tech farming, and making millets a component of the existing cropping system.
Dr. Lakhan Singh, Director, ICAR-ATARI, emphasised close convergence, digital agriculture, showcasing successful IFS models, soil health ,and human health through nutrition-sensitive agriculture.
Vice-Chancellors of SAUs, Senior Officials of ICAR, Directors of ICAR Institutes were present on the occasion.
A short film on five years journey of ATARI Pune and book entitled ‘Accomplishments of ATARI Pune - Five Years Glorious Journey’ were also released by the dignitaries.
More than 500 participants including the Vice-Chancellor's of SAUs, Chairmen of NGO KVKs, Directors of ICAR Institutes, Directors of Extension Education, and Heads of 82 KVKs from the zone participated in Workshop on Natural Farming and Millets.

Additional Secretary (DARE) & Financial Advisor (ICAR) Interacts at ICAR-NAARM

Ms Alka Nangia Arora, Additional Secretary (DARE) & Financial Advisor (ICAR) chaired an interactive meeting with the Directors, Heads of Administration, Heads of Finance & PME in charges of the Hyderabad based ICAR Institutes and ICAR-Regional Staff today at ICAR-National Academy of Agricultural Research Management, Hyderabad.
She reiterated the use of PMFS and TSA accounts as the funding agencies are using these platforms for efficient and effective tracking of the budgets provided to the institutes. Ms Nangia stressed that financial resources are limited and hence efforts at the institutes should be made towards resource and revenue generation. She suggested to have a brainstorming session on resource mobilization strategies in ICAR and to bring these issues in the training curriculum of NAARM.
In the welcome address, Dr. Ch. Srinivasa Rao, Director, ICAR-NAARM stressed on the timely and effective utilization of budget including SCSP, TSP programs of ICAR.

DG, ICRAF meets Secretary (DARE) & Director General (ICAR)

A five- member delegation from ICRAF led by Dr. Ravi Prabhu, World Agroforestry (ICRAF) made a courtesy call on Dr. Himanshu Pathak, Secretary (DARE) & Director General (ICAR) today at Krishi Bhavan, New Delhi to discuss issues of mutual interests.
Both sides reaffirmed their commitment to continue to work together to address the common challenges and build the partnership with close coordination between both sides. Senior officials from both sides were present during the meeting.

Shri. Bankim Chandra Hazra, Minister of Sundarban Affairs, Govt. of West Bengal inaugurated the Kiosk and Fish waste Processing unit at Kakdwip Research Center of ICAR-Central Institute of Brackishwater Aquaculturt, Chennai today.
The Minister appreciated the endeavour taken by CIBA for opening a Kiosk for the people of Sundarban. He also said its an unique idea to establish the Fishwaste processing unit for converting fishwaste to wealth. Shra Hazra later participated in the tree plantation programme.
Dr. Kuldeep K. Lal, Director, CIBA briefed about the purpose of the Kiosk. He said aquafarmers of Sundarban will get information on the technologies developed by ICAR-CIBA and other ICAR institutes for their betterment and local villagers may also get fresh farm produce of KRC with reasonable cost.
Dr. Debasis De, Officer-in-Charge, KRC-CIBA elaborated on the purpose of establishing a Fishwaste processing unit and highlighted that it will not only help to convert the fishwaste to value added products i.e., Plankton Plus and Horti Plus for generating income of farmers of Sundarban but also will help to keep the environment of fish market clean.
